"The core problem with high stakes standardized testing is the test
are a limited sample of what kids ought to know and be able to do.
When you attach high stakes to a limited sample, the sample becomes
the curriculum. So you end up by narrowing down and dumbing up the
curriculum to fit the high stakes. High stakes also means you're
making major decisions about kids, schools or teachers based on that
limited slice of information. This means a lot of unfair decisions
are made about kids, teachers and schools." Monty Neill, FAIRTEST.
